You won't need the SIM either because the dashboard electronics will handle your bandwidth subscription. You won't need a frequency but an IP Address instead. Life will be free from the FCC. I did it at 3am while driving in the deserts of Kuwait to listen to the Timbers live, but had to have my laptop in the front seat with the headphone jack hooked to a FM transmitter.
