Definitely. Last time I tried to get on I-5 by the S. Waterfront I was behind a woman on the phone (yes, in a Volvo 740DL) that didn't seem aware that the speed limit had increased past 10mph. Aggravating? Oh hell yes. Perhaps a device that displays a large LED sign on the back of a vehicle when someone is on the phone that just relays the conversation to the people behind the car in question - that way, if we all have to drive like shit and dead ass slow, at least we'll have something to read and laugh at.

Why don't they just tax talking on the cell phone while driving? I mean, sure you can do it for free whilst walking up and down Hawthorne avoiding those goddamned canvassers... but if you're driving, tax tax tax! Maybe hook up some huge boat-anchor of a device to the cell-phone to make it extremely awkward (and obvious) that you're texting while driving. In addition, I think maybe people should just tax those old fucks who try to get on the onramp to the I-5 at 15mph and interrupt my cell-phone conversation!
